Discovery Park, Kiwanis Ravine and Ship Canal in Seattle, WA. 

 

 

GOALS OF SUSTAINABLE NEIGHBORHOOD COALITION AND TECHNIQUES TO ACHIEVE GOALS

1. Assure that the density of the Plan we helped create is what gets built and minimize risks associated with

(1) DoD approving the Plan but then selling to one or more developers under a sealed bid instead of to SHA under a negotiated purchase,

reducing the City s ability to enforce the Plan,or

 (2) the City/SHA further densifying the Plan after DoD approval.

- Cap on total density to maintain scale with existing neighborhood.

- Cap on homeless / self-help density to assure sustainable property value of the market rate housing, and the property values in the

      existing neighborhood.

- Cap on ratio of each type of homeless housing relative to total density. Maintain scale, assure sustainable mix, protection against  

     unforeseen circumstances if rezone for Seniors Studio Building is rejected.

-  Limit any re-zone to the Seniors Studio Building and amend the comprehensive plan zoning map back to SR 7200 (where it was prior

    to the 2007 change to multifamily) to protect against zoning change creep to our neighborhood.

-  Transfer of forested area to Parks, early in the process rather than late. To preserve as open space, and to eliminate from density calculations.

         

2. Prevent increased traffic on our quiet residential streets worst case scenario is the current Plan gets built but they all access their neighborhood by

    driving through ours. Changing main access to Texas Way requires the reconfiguration of an existing 4-way stop intersection, but the Plan only addresses

    the northerly half of theintersection.

3. Protect the tree berm on the west side of 36th Avenue West.   Minimize thru street connections to those necessary for traffic flow the City s consultants

    compromised and eliminated one street connection at West Lawton Street (in favor of a pocket park).The topography and vegetation species of the berm

    present landscape architecture challenges for other street and sidewalk improvements we fear preservation of the berm will be sacrificed to those challenges.

4. Enhance our neighborhood.    Street, gutter and sidewalk improvements on the east side of 36th Avenue West   which serve primarily the existing neighborhood

    should be upgraded to match improvements to be installed on the west side of 36th which will serve primarily the new neighborhood.

5. Ongoing and more detailed analysis of impacts.  The Plan contains one paragraph each on school impacts and transit impacts.  The only justification is the build

    out is too far in the future to incorporate in current planning being undertaken by Seattle School District and Metro. If a private party with a development of similar

    scale would be required to pay mitigation impact fees, the City is missing an opportunity to negotiate a lower price with DoD. At a minimum, there should be further

    analysis well before the housing is built.
